{"id":15335,"date":"2019-04-24T09:09:43","date_gmt":"2019-04-24T15:09:43","guid":{"rendered":"http:\/\/otech.uaeh.edu.mx\/noti\/?p=15335"},"modified":"2019-04-24T09:09:43","modified_gmt":"2019-04-24T15:09:43","slug":"que-tan-libre-es-el-internet-para-la-democracia","status":"publish","type":"post","link":"https:\/\/otech.uaeh.edu.mx\/noti\/sociedad\/que-tan-libre-es-el-internet-para-la-democracia\/","title":{"rendered":"\u00bfQu\u00e9 tan libre es el Internet para la democracia?"},"content":{"rendered":"<p>Cada a\u00f1o<span>\u00a0<\/span><em>Freedom House<\/em><span>\u00a0<\/span>realiza<span>\u00a0<\/span>un an\u00e1lisis para determinar<span>\u00a0<\/span>qu\u00e9 tan libre es Internet y el flujo de informaci\u00f3n en el mundo, verificando qu\u00e9 tanto los Estados intervienen en los contenidos o realizan acciones de hostigamiento, vigilancia o, incluso, espionaje hacia los ciudadanos.<!--more--><\/p>\n<p>La importancia de su estudio radica en que los espacios digitales han tomado un lugar destacado en la discusi\u00f3n ciudadana sobre la problem\u00e1tica que les rodea. As\u00ed, las redes sociales son un constructo necesario para la democracia, ya que una parte considerable de la opini\u00f3n p\u00fablica ha tomado las palestras electr\u00f3nicas como un foro para explicar, exponer, criticar, apoyar o denostar los temas que consideran importantes en su primer c\u00edrculo.<\/p>\n<p>Por ello, el hecho de que un gobierno intervenga o ponga obst\u00e1culos para limitar el acceso a Internet resulta de vital importancia para la democracia, puesto que no s\u00f3lo representa el que una persona no pueda opinar o llegar a los contenidos que desee, implica el sesgo de un segmento de la poblaci\u00f3n para mantenerse informado, tener una voz que los represente y ser visibles para el resto de la sociedad.<\/p>\n<p>Para hacer el an\u00e1lisis, un equipo de m\u00e1s de 70 analistas estudi\u00f3 la libertad de Internet en 65 pa\u00edses, equivalentes al 87% de todos los usuarios de Internet en el mundo, durante el periodo comprendido entre junio 2017 a mayo 2018. Para tener una idea m\u00e1s clara, se construyeron 3 indicadores generales para determinar las dificultades que tendr\u00edan los usuarios en cada pa\u00eds, cuyo marcador iba de 0 a 100, esto es, entre m\u00e1s alto el n\u00famero, menor libertad existe.
