{"id":1545,"date":"2016-02-05T12:21:42","date_gmt":"2016-02-05T18:21:42","guid":{"rendered":"http:\/\/otech.uaeh.edu.mx\/noti\/?p=1545"},"modified":"2016-02-05T12:21:42","modified_gmt":"2016-02-05T18:21:42","slug":"entre-2007-y-2013-el-gasto-mundial-en-id-progreso-mas-rapido-que-el-crecimiento-economico-unesco","status":"publish","type":"post","link":"https:\/\/otech.uaeh.edu.mx\/noti\/ciencia\/entre-2007-y-2013-el-gasto-mundial-en-id-progreso-mas-rapido-que-el-crecimiento-economico-unesco\/","title":{"rendered":"Entre 2007 y 2013, el gasto mundial en I+D progres\u00f3 m\u00e1s r\u00e1pido que el crecimiento econ\u00f3mico: UNESCO"},"content":{"rendered":"<p>Entre 2007 y 2013, el gasto mundial en I+D progres\u00f3 m\u00e1s r\u00e1pido que el crecimiento econ\u00f3mico: UNESCO<\/p>\n<p>&nbsp;<\/p>\n<ul>\n<li>El Consejo Nacional de Ciencia y Tecnolog\u00eda (Conacyt) y la Oficina de la UNESCO en M\u00e9xico presentaron el Informe Mundial de la UNESCO sobre la Ciencia, hacia 2030<\/li>\n<li>\u201cLas pol\u00edticas gubernamentales en Am\u00e9rica Latina est\u00e1n poniendo cada vez m\u00e1s en la mira la investigaci\u00f3n y la innovaci\u00f3n\u201d, apunta el Informe<\/li>\n<\/ul>\n<p>El Dr. Enrique Cabrero Mendoza, director general del Consejo Nacional de Ciencia y Tecnolog\u00eda (Conacyt) en conjunto con Nuria Sanz, directora de la Oficina de la Organizaci\u00f3n de las Naciones Unidas para la Educaci\u00f3n, la Ciencia y la Cultura (UNESCO) en M\u00e9xico, presentaron el Informe de la UNESCO sobre la ciencia, hacia 2030, para presentar el balance mundial del sector CTI en el \u00faltimo lustro.<\/p>\n<p>Cada cinco a\u00f1os, la UNESCO elabora este informe para dar cuenta del recuento global en temas de educaci\u00f3n superior, investigaci\u00f3n e innovaci\u00f3n. En esta edici\u00f3n, la organizaci\u00f3n \u00a0revela que muchos pa\u00edses ya toman en cuenta la ciencia, la tecnolog\u00eda y la innovaci\u00f3n como objetivos de desarrollo, con el deseo de iniciar la transici\u00f3n hacia una econom\u00eda menos dependiente de los recursos naturales y m\u00e1s del conocimiento.<\/p>\n<p>En el Informe de la UNESCO sobre la ciencia, hacia 2030, se cubri\u00f3 el mayor n\u00famero de pa\u00edses y regiones que en a\u00f1os anteriores y entre las conclusiones del documento, destaca que entre 2007 y 2013, el gasto total en investigaci\u00f3n y desarrollo, en todo el mundo, progres\u00f3 m\u00e1s r\u00e1pido que el crecimiento econ\u00f3mico.<\/p>\n<p>En este sentido, el Dr. Enrique Cabrero mencion\u00f3 que para el Conacyt representa un honor ser el espacio para presentar el documento. \u201cDentro del informe, quiero destacar que el indicador m\u00e1s usado internacionalmente fue el gasto global en investigaci\u00f3n y desarrollo, el cual ha crecido m\u00e1s r\u00e1pido que la econom\u00eda global. Este aumento demuestra que los pa\u00edses conf\u00edan y apuestan a que la inversi\u00f3n en CTI traer\u00e1 beneficios futuros\u201d, asegur\u00f3.<\/p>\n<p>Asimismo, el titular del Conacyt record\u00f3 que en M\u00e9xico, el Plan Nacional de Desarrollo es el principal instrumento de planeaci\u00f3n y el 30 por ciento de las acciones del Gobierno de la Rep\u00fablica est\u00e1n sustentadas en ciencia, tecnolog\u00eda e innovaci\u00f3n.<\/p>\n<p>Por su parte, Nuria Sanz agradeci\u00f3 al Conacyt como instituci\u00f3n anfitriona y record\u00f3 que el documento que presenta el balance en materia de ciencia y tecnolog\u00eda de 108 pa\u00edses, env\u00eda mensajes claros, entre los que destaca un deterioro del compromiso p\u00fablico en la inversi\u00f3n de I+D por parte de pa\u00edses desarrollados, en contraste con la convicci\u00f3n creciente de pa\u00edses emergentes en invertir en este rubro.<\/p>\n<p>\u201cEn algunos de los llamados pa\u00edses del norte, han disminuido sus ingresos y capacidades industriales, por ello empieza a decaer su inversi\u00f3n en investigaci\u00f3n y desarrollo. Ya no hay un norte privilegiado, sino una mayor aceleraci\u00f3n en la inversi\u00f3n de este sector en los pa\u00edses del sur\u201d, acot\u00f3 la representante de la UNESCO.<\/p>\n<p>En cuanto a los avances que present\u00f3 M\u00e9xico, Nuria Sanz reconoci\u00f3 que los resultados presentados por el Conacyt a finales de 2015 han superado una inversi\u00f3n sin precedentes en el sector CTI en materia de infraestructura, as\u00ed como el n\u00famero de c\u00e1tedras para j\u00f3venes investigadores. Lo anterior, gracias a los objetivos trazados en el Plan Nacional de Desarrollo.<\/p>\n<p>De acuerdo al reporte de la UNESCO, en el \u00e1mbito internacional, M\u00e9xico aument\u00f3 20 por ciento el n\u00famero de investigadores de tiempo completo y entre 2008 y 2014, creci\u00f3 30.2 por ciento el n\u00famero de publicaciones cient\u00edficas, lo que representa el 0.8 y 0.9 del total
