{"id":16178,"date":"2019-06-04T08:20:51","date_gmt":"2019-06-04T14:20:51","guid":{"rendered":"http:\/\/otech.uaeh.edu.mx\/noti\/?p=16178"},"modified":"2019-06-04T08:21:21","modified_gmt":"2019-06-04T14:21:21","slug":"la-blockchain-como-respuesta-a-la-corrupcion","status":"publish","type":"post","link":"https:\/\/otech.uaeh.edu.mx\/noti\/block-chain\/la-blockchain-como-respuesta-a-la-corrupcion\/","title":{"rendered":"La Blockchain como respuesta a la corrupci\u00f3n"},"content":{"rendered":"<p>A lo largo de la historia se ha gestado un gigante m\u00e1s grande que los \u00edndices econ\u00f3micos, m\u00e1s fuerte que una docena de portaviones y miles de marines de los Estados Unidos de Norte Am\u00e9rica, algo que todo el mundo conoce y nadie denuncia como a los yihadistas o revoluciones llenas de masacre en \u00c1frica; este gran mal que ha subsistido a trav\u00e9s de los a\u00f1os, a trav\u00e9s de los gobiernos, monarqu\u00edas, dictaduras, o cualquier sistema de gobierno conocido por el hombre moderno.<!--more--><\/p>\n<p>Este monstruo al que muchos llaman fen\u00f3meno se denomina \u00a1CORRUPCI\u00d3N!. Entendi\u00e9ndolo en su sentido abstracto como<span>\u00a0<\/span><strong><em>aquel acto en el que un extra\u00f1o seduce con acciones o palabras la voluntad de una persona.<\/em><\/strong><\/p>\n<p>Llevado tal concepto a la actualidad y realidad social y pol\u00edtica, se traduce como el pago de d\u00e1divas en dinero o especie a funcionarios p\u00fablicos capaces de cambiar el rumbo de una pol\u00edtica de gobierno.<\/p>\n<p>En Latinoam\u00e9rica este gigante ha sido un mal que ha crecido desde los m\u00ednimos c\u00edrculos de gobierno, hasta los m\u00e1s altos jefes de gobiernos en nuestros pa\u00edses; consumiendo nuestros recursos y riquezas, naturales y las no renovables. Por muy aterrador que suene todo esto, la soluci\u00f3n surgi\u00f3 en el 2009 con la aparici\u00f3n del Bitcoin, pero no fue sino hasta algunos a\u00f1os atr\u00e1s que nos dimos cuenta del enorme potencial de tecnolog\u00eda utilizada para el Bitcoin; \u00a1El Blockchain era la respuesta!.<\/p>\n<p>La tecnolog\u00eda blockchain garantiza el uso transparente de la informaci\u00f3n, de las transacciones financieras y desde luego, de las pol\u00edticas de gobierno que deseen usarla. Dinamarca por ejemplo, seg\u00fan Transparencia Internacional es el pa\u00eds m\u00e1s corrupto del total de 180 pa\u00edses sondeados. Los principales de Latinoam\u00e9rica son Venezuela y Nicaragua.<\/p>\n<p>Con el uso adecuado de la tecnolog\u00eda blockchain en los gobiernos podr\u00edan solucionar 2 problemas hist\u00f3ricos, el gasto p\u00fablico y la corrupci\u00f3n.<\/p>\n<p>El apunte tecnol\u00f3gico de un gobierno democr\u00e1tico que quiera realmente ser transparente y evitar esc\u00e1ndalos como los de ODEBRECH necesariamente incluye el blockchain. Y ello es as\u00ed, debido a que esta \u00a0tecnolog\u00eda le permite ejecutar smart contracts en \u00e1reas vitales como las licitaciones de bienes y servicios, ahorrando mucho material que a\u00fan se revisa de manera manual y genera atrasos que se traducen en p\u00e9rdidas de recursos humanos y financieros.<\/p>\n<p>Un ejemplo b\u00e1sico del posible uso del blockchain son los procesos de licitaciones, que no se limitar\u00eda al mero tr\u00e1mite administrativo sino a la verificaci\u00f3n de cumplimientos de requisitos legales y financieros que evitar\u00edan fraudes al fisco. Esto se reflejar\u00e1 en la red blockchain evitando la manipulaci\u00f3n del proceso para beneficios personales atra\u00eddos por la corrupci\u00f3n.<\/p>\n<p>El ecosistema blockchain ha sido iniciativa para el gobierno de Argentina, quien ha apostado mucho por el uso de esta tecnolog\u00eda la cual esperamos que se implemente y sirva de ejemplo en la lucha contra la corrupci\u00f3n. La tecnolog\u00eda blockchain garantiza transparencia, seguridad, automatizaci\u00f3n y evoluci\u00f3n, lo que se traduce en eficiencia.<\/p>\n<p>La complejidad de los algoritmos requieren revertir m\u00e1s de la mitad los ordenadores en la red que resguarda y verifica la informaci\u00f3n para poderla cambiar.
