{"id":1763,"date":"2016-02-29T15:28:15","date_gmt":"2016-02-29T21:28:15","guid":{"rendered":"http:\/\/otech.uaeh.edu.mx\/noti\/?p=1763"},"modified":"2016-02-29T15:31:15","modified_gmt":"2016-02-29T21:31:15","slug":"mas-rezago-y-pobreza-por-recortes-a-educacion","status":"publish","type":"post","link":"https:\/\/otech.uaeh.edu.mx\/noti\/articulo-otech\/mas-rezago-y-pobreza-por-recortes-a-educacion\/","title":{"rendered":"Mas Rezago y Pobreza  Por Recortes a Educaci\u00f3n"},"content":{"rendered":"<p><strong>Por: Roberto Morales Estrella<\/strong><\/p>\n<p><strong>Econom\u00eda e Innovaci\u00f3n<\/strong><\/p>\n<p>Las medidas de pol\u00edtica econ\u00f3mica de recortes financieros, para hacer m\u00e1s eficiente el gasto p\u00fablico y lograr equilibrios macroecon\u00f3micos, son como los tratamientos de punciones, que se hac\u00edan en la antig\u00fcedad, con una aguja de tres filos, para intentar sanar a los enfermos mediante sangrados.<!--more--><\/p>\n<p>&nbsp;<\/p>\n<p>Primero se dijo que se analizar\u00eda apoyar financieramente a Pemex y luego se anuncio un recorte de 100 mil millones de pesos; el recorte al sector educativo fue de 7 mil 800 millones de pesos en 2015, de los 124 mil millones de pesos que se disminuyeron presupuestalmente en ese a\u00f1o.<\/p>\n<p>&nbsp;<\/p>\n<p>A pesar de que Videgaray declarara en 2015, que no se ver\u00edan afectados los recursos para las universidades p\u00fablicas estatales y federales, el presupuesto para educaci\u00f3n superior se redujo en mil millones de pesos en 2016.<\/p>\n<p>&nbsp;<\/p>\n<p>En agosto del 2015 Enrique Cabrero Mendoza de CONACYT inform\u00f3 que esa dependencia pospuso para 2017 la construcci\u00f3n de 15 nuevos centros de investigaci\u00f3n cient\u00edfica, incluyendo el fortalecimiento de la infraestructura de 27 unidades integrantes del sistema CONACYT, por haberse reducido el presupuesto.<\/p>\n<p>&nbsp;<\/p>\n<p>La estrategia que ha seguido Hacienda para reducir 10 mil millones a ciencia, tecnolog\u00eda y becas, es la fusi\u00f3n de programas; eliminando el financiamiento a 6 grandes proyectos cient\u00edficos altamente necesarios, como la construcci\u00f3n de un acelerador de part\u00edculas (Sincroton) donde participan investigadores de 5 instituciones, cuando el desarrollo cient\u00edfico y tecnol\u00f3gico a nivel global no solo no se detiene, sino que se desarrolla a una velocidad vertiginosa.<\/p>\n<p>&nbsp;<\/p>\n<p>La democratizaci\u00f3n de la productividad, anunciada por Pe\u00f1a Nieto, implica obligadamente la inclusi\u00f3n de los j\u00f3venes, intensificando su participaci\u00f3n en las tareas cient\u00edficas y tecnol\u00f3gicas, no solo en emprendimientos de changarros.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>Los j\u00f3venes en formaci\u00f3n profesional y cient\u00edfica, padecen servicios internet de mala calidad, e insuficiencia en cobertura, en M\u00e9xico solo el 54% de la poblaci\u00f3n tiene acceso a internet, mientras que Corea del Sur es el 94%, y en Latinoam\u00e9rica el l\u00edder es Chile con el 78%.<\/p>\n<p>&nbsp;<\/p>\n<p>La alternativa para la educaci\u00f3n incluyente con ruta a la democratizaci\u00f3n de la productividad es la educaci\u00f3n v\u00eda internet, pero desafortunadamente, los que mas est\u00e1n aplicando esta modalidad son las instituciones privadas y no las publicas, lo que esta provocando un encarecimiento de esta modalidad educativa.<\/p>\n<p>&nbsp;<\/p>\n<p>Seg\u00fan Roberto Escalante la limitante es la falta de una adecuaci\u00f3n de las capacidades estructurales y funcionales de las universidades p\u00fablicas, as\u00ed como del desarrollo de las habilidades de su planta docente en el manejo de herramientas inform\u00e1ticas y de los espacios virtuales, como los observatorios tecnol\u00f3gicos que no se les ha dado la relevancia estrat\u00e9gica que tienen, sobre todo para impulsar la vinculaci\u00f3n transversal mas all\u00e1 de las practicas profesionales y del servicio social.<\/p>\n<p>&nbsp;<\/p>\n<p>Robert Solow plante\u00f3 que los aumentos en los niveles de vida, son resultado de los aumentos en la productividad, misma que debemos entender como el aprender como hacer las cosas mejor, es decir agregar mas valor de uso que se traduzca en valor de cambio, la clave es el conocimiento, resultado de un capital humano de alto desempe\u00f1o como de maquinaria y equipo, haciendo eficiente los procesos.<\/p>\n<p>&nbsp;<\/p>\n<p>De donde se deduce que la productividad es resultado del aprendizaje, que utiliza la informaci\u00f3n interna y externa, a trav\u00e9s del internet. Por lo que el punto focal son las pol\u00edticas p\u00fablicas para aumentar el aprendizaje de la econom\u00eda; esto es incrementar la capacidad y los incentivos para aprender y aprender a aprender, para estar en posibilidad de cerrar las brechas de conocimiento que separan a las empresas mas productivas de la econom\u00eda de las del resto.<\/p>\n<p>&nbsp;<\/p>\n<p>Crear una sociedad del aprendizaje deber\u00eda ser la raz\u00f3n del modelo econ\u00f3mico de M\u00e9xico y no los recortes presupuestales a la educaci\u00f3n, a la ciencia y a la tecnolog\u00eda, porque esa pol\u00edtica solo favorece a la gran empresa global, que se alimenta de flujos internacionales, tanto de conocimiento como financieros, siendo due\u00f1os de la propiedad intelectual y de sus desarrollos tecnol\u00f3gicos dominan los mercados.<\/p>\n<p>&nbsp;<\/p>\n<p>Al construir una sociedad del aprendizaje, la econom\u00eda mexicana dar\u00eda viabilidad a la democratizaci\u00f3n de la
