{"id":18737,"date":"2019-09-30T09:47:03","date_gmt":"2019-09-30T15:47:03","guid":{"rendered":"http:\/\/otech.uaeh.edu.mx\/noti\/?p=18737"},"modified":"2019-09-30T09:47:07","modified_gmt":"2019-09-30T15:47:07","slug":"entre-la-4at-y-la-sociedad-5-0-convergencia-o-divergencia","status":"publish","type":"post","link":"https:\/\/otech.uaeh.edu.mx\/noti\/articulo-otech\/entre-la-4at-y-la-sociedad-5-0-convergencia-o-divergencia\/","title":{"rendered":"Entre la 4\u00aaT y La Sociedad 5.0 \u00bfConvergencia o Divergencia?"},"content":{"rendered":"<p style=\"text-align: justify;\"><span style=\"color: #000000;\">Tanto los problemas globales como el desarrollo cient\u00edfico-tecnol\u00f3gico, han llegado a un punto de inflexi\u00f3n, que dif\u00edcilmente tendr\u00e1n un buen t\u00e9rmino, para dar paso a una nueva etapa de crecimiento y desarrollo en la sociedad global, que abone a la disminuci\u00f3n de la pobreza y la desigualdad.<!--more--><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">Se percibe ya inminente una recesi\u00f3n global, cuyas causas son multifactoriales destac\u00e1ndose, los conflictos pol\u00edticos y las disputas comerciales que alteran las cadenas industriales y la de suministros, como la intensidad tecnol\u00f3gica en los procesos y productos, que deriva de la I+D como de las estrategias de apropiaci\u00f3n de la propiedad intelectual en su comercializaci\u00f3n.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">Las naciones desarrolladas est\u00e1n, incrementando su gasto en I+D, o por lo menos lo mantienen, dado que la columna vertebral del crecimiento y del desarrollo, ha sido y ser\u00e1 la fortaleza tecnol\u00f3gica, que deriva de la capacidad y velocidad de aprender para innovar.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">Para enfrentar la recesi\u00f3n del 1929-33 en los EU, el Presidente Roosevelt, apoy\u00e1ndose en la teor\u00eda keynesiana, aplic\u00f3 durante 1933-37 una pol\u00edtica intervencionista llamada \u201cNew Deal\u201d o \u201cnuevo trato\u201d no solo para recuperar la situaci\u00f3n econ\u00f3mica, sino para mejorar las condiciones de los m\u00e1s desfavorecidos. El factor decisivo para superar la gran depresi\u00f3n fue la segunda guerra mundial y la creaci\u00f3n de una econom\u00eda de guerra, que llev\u00f3 al pa\u00eds al pleno empleo.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">Los EU no han dejado de sustentar su econom\u00eda en su poder\u00edo militar, como en la producci\u00f3n, comercializaci\u00f3n de armas y en sostener una gran fuerza militar. De ah\u00ed su car\u00e1cter hegem\u00f3nico, aunado a su intenso desarrollo tecnol\u00f3gico que inici\u00f3 con la creaci\u00f3n en 1950, de la Fundaci\u00f3n Nacional para la Ciencia, desde entonces destinan entre el 2% y 3% de su PIB a I+D.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">Registramos el tr\u00e1nsito de la transformaci\u00f3n tecnol\u00f3gica de la 1\u00aa, 2\u00aa y 3\u00aa revoluciones industriales, a la revoluciones 4.0 y 5.0; las tres primeras pasaron de la mecanizaci\u00f3n y la m\u00e1quina de vapor, a la producci\u00f3n en cadena, la electricidad a la automatizaci\u00f3n y el autom\u00f3vil.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">La 4.0 se caracteriz\u00f3 por la velocidad de los cambios disruptivos, de los sistemas ciber-f\u00edsicos, la industria inteligente, el conocimiento autom\u00e1tico, el conocimiento profundo, el big-data y el internet de las cosas.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">La revoluci\u00f3n 5.0 se est\u00e1 detonando, siendo Jap\u00f3n el principal exponente, es un cambio exponencial y trepidante, que se caracteriza por crear una sociedad s\u00faper inteligente que fusione el ciberespacio con el mundo f\u00edsico, donde la rob\u00f3tica es el eje principal, y la conectividad total, con una infra-estructura social, en la que nadie se quede atr\u00e1s, la revoluci\u00f3n 5.0 estar\u00e1 centrada en las personas.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">Este concepto lo hace diferente al de otras naciones como el alem\u00e1n, el coreano y el chino sobre todo al de EU, los cuales est\u00e1n orientados a la eficiencia, a la elevada rentabilidad y a la hegemon\u00eda en los mercados, teniendo como estrategia la propiedad intelectual.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">La 4\u00aaT hasta donde se alcanza ver en los discursos, como en el paquete econ\u00f3mico y en el Plan Nacional de Desarrollo, est\u00e1 orientada a la eliminaci\u00f3n de la corrupci\u00f3n, en lo econ\u00f3mico la pol\u00edtica energ\u00e9tica, el tren maya, Inversi\u00f3n Extranjera Directa, y los j\u00f3venes construyendo el futuro, pero el gran ausente es la ciencia y la tecnolog\u00eda, a pesar de los discursos no superaremos el 0.4% del PIB en Investigaci\u00f3n y Desarrollo en el 2020, lo que denota que el rezago en la generaci\u00f3n y aplicaci\u00f3n de patentes persistir\u00e1, el 98% de la estructura productiva que son las pymes continuar\u00e1n sin un soporte tecnol\u00f3gico, por lo que su productividad continuar\u00e1 descendiendo, en una situaci\u00f3n de recesi\u00f3n, es sumamente grave.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">La convergencia entre la 4\u00aaT y la Revoluci\u00f3n 5.0 es el sentido social, lo cual no est\u00e1 mal, pero lo que no est\u00e1 bien es que se siga profundizando el rezago cient\u00edfico-tecnol\u00f3gico, talento en M\u00e9xico lo hay y mucho, lo que falta es una pol\u00edtica que contemple los tres \u00f3rdenes de gobierno, m\u00e1s all\u00e1 de la espectacularidad y la numeralia, con lo que se disfraza los seudo avances, hace falta fortalecer la ciencia y la tecnolog\u00eda, empezando por dignificar a los investigadores. \u00bfno lo cree usted?\u00a0<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Tanto los problemas globales como el desarrollo cient\u00edfico-tecnol\u00f3gico, han llegado a un punto de inflexi\u00f3n, que dif\u00edcilmente tendr\u00e1n un buen t\u00e9rmino, para dar paso a una nueva etapa de crecimiento y desarrollo en la sociedad global, que abone a la disminuci\u00f3n de la pobreza y la desigualdad.<\/p>\n","protected":false},"author":1,"featured_media":18738,"comment_status":"open","ping_status":"open","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[33],"tags":[],"class_list":["post-18737","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-articulo-otech"],"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v26.7 - https:\/\/yoast.com\/wordpress\/plugins\/seo\/ -->\n<title>Entre la 4\u00aaT y La Sociedad 5.0 \u00bfConvergencia o Divergencia?
