{"id":19932,"date":"2020-04-13T11:08:43","date_gmt":"2020-04-13T17:08:43","guid":{"rendered":"https:\/\/otech.uaeh.edu.mx\/noti\/?p=19932"},"modified":"2020-04-13T11:09:35","modified_gmt":"2020-04-13T17:09:35","slug":"la-trilogia-1-de-la-profunda-crisis-que-empieza","status":"publish","type":"post","link":"https:\/\/otech.uaeh.edu.mx\/noti\/articulo-otech\/la-trilogia-1-de-la-profunda-crisis-que-empieza\/","title":{"rendered":"La Trilog\u00eda +1:  De la Profunda Crisis que Empieza"},"content":{"rendered":"<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">La informaci\u00f3n, demencialmente abundante, rebaza nuestra capacidad de captaci\u00f3n, pero sobre todo de an\u00e1lisis y de reflexi\u00f3n, fundamentalmente la informaci\u00f3n falsa, que se emite y repite sin la menor revisi\u00f3n, pero la m\u00e1s da\u00f1ina es la mal intencionada, que ha tomado una postura eminentemente <!--more-->antigobiernista, \u00e9sta informaci\u00f3n proviene de quienes perdieron sus privilegios y anhelan imponer nuevamente el modelo piramidal y depredador, eliminando las pol\u00edticas con sentido social, regresando a la pol\u00edtica de privatizaci\u00f3n, no importando que la pobreza se agudice y la poblaci\u00f3n no tenga servicio m\u00e9dico gratuito de calidad.\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">La primera vertiente de esta crisis es el desmantelamiento de los sistemas sociales de salud, por la privatizaci\u00f3n a que se someti\u00f3, deteriorando a instituciones p\u00fablicas como el IMSS y el ISSSTE entre otros, encareci\u00e9ndose sus servicios, con una econom\u00eda informal creciente, y los salarios m\u00e1s bajos de Latinoam\u00e9rica, sin prestaciones sociales, pero s\u00ed una continua p\u00e9rdida del poder adquisitivo, increment\u00e1ndose la pobreza y la vulnerabilidad, de m\u00e1s de 55 millones de mexicanos.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Los gobiernos neoliberales no exigieron impuestos suficientes a las empresas, principalmente a las grandes y a las trasnacionales, pero si autorizaron condonaciones fiscales que alcanzaron 4 billones de pesos m\u00e1s la evasi\u00f3n fiscal.\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">La segunda vertiente es la beligerante postura de las organizaciones empresariales y algunos gobernadores, que presionan para que se lleve a cabo\u00a0 una Convenci\u00f3n Nacional Hacendaria, para revisar el pacto fiscal, que de no llevarse a cabo, gobiernos como el de Jalisco se saldr\u00edan del pacto vigente, \u00bfcon qu\u00e9 consecuencias? No solo en lo fiscal, sino en lo pol\u00edtico y lo social, \u00bfacaso esto ayudar\u00eda a una reactivaci\u00f3n econ\u00f3mica? Lo dudo.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Las experiencias respecto a la descentralizaci\u00f3n fiscal, tanto en M\u00e9xico como en otros pa\u00edses, ha demostrado que antes, que impulsar una mejor\u00eda de las mayor\u00edas vulnerables, como las que orbitan en la econom\u00eda informal y las micro y peque\u00f1as organizaciones econ\u00f3micas y de subsistencia, profundizan la heterogeneidad entre las regiones y con ello las desigualdades sociales.\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Esta medida limitar\u00eda a\u00fan m\u00e1s el crecimiento de una econom\u00eda que durante tres d\u00e9cadas se vio sometida al bajo crecimiento y a la desigualdad, proceso que desemboc\u00f3 en el desplome del PIB en 2019, por la depredaci\u00f3n de las capacidades productivas, de los peque\u00f1os productores manufactureros y del campo, favoreciendo la competitividad de las grandes empresas nacionales y extranjeras, que dominan los mercados regionales y nacionales, por ejemplo el agua embotellada, la distribuci\u00f3n de alimentos, los alimentos industrializados, las finanzas, la industria automotriz, f\u00e1rmacos-medicamentos y de productos antes identificadores de nuestra nacionalidad, hoy en manos extranjeras como el tequila entre otros. La OCDE muestra que entre 1997-2012 el \u00edndice de concentraci\u00f3n de mercados se elev\u00f3 6%, con ello las utilidades de los grandes corporativos.\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">La tercera vertiente es la grave situaci\u00f3n del campo, dado que, tal parece que la ley\u00a0 para el fomento y protecci\u00f3n del ma\u00edz nativo, favorece m\u00e1s a las trasnacionales como Syngenta-Bayer y Coterva (Dow, DuPont-PHI) que junto a otras trasnacionales, controlan el 70% del mercado global de semillas y de patentes, agrupadas en la Asociaci\u00f3n Mexicana de Semilleros (AMSAC) integrante del Consejo Nacional Agropecuario y del Consejo Coordinador Empresarial, que pide apoyo al Presidente L\u00f3pez Obrador para las pymes, \u00bfusted le cree? Yo no.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">La citada ley no prev\u00e9 la protecci\u00f3n del ma\u00edz nativo contra la invasi\u00f3n transg\u00e9nica, hoy el reconocimiento del ma\u00edz nativo corresponde a la Comisi\u00f3n Nacional para el Conocimiento y uso de la Biodiversidad (CONABIO) y no a los pueblos y comunidades, como debiera de ser, que pugnan por la formaci\u00f3n de bancos comunitarios de semillas.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">La reactivaci\u00f3n econ\u00f3mica se va a dar, la disyuntiva es a quien favorecer\u00e1: a las grandes trasnacionales que permanentemente est\u00e1n investigando y son due\u00f1as de las patentes o a los peque\u00f1os productores manufactureros y del campo, sobre todo a los jornaleros agr\u00edcolas, que son los pobres de los pobres, todos ellos olvidados de los procesos de investigaci\u00f3n y desarrollo tecnol\u00f3gico.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Por ello es urgente cambiar este paradigma de rezago tecnol\u00f3gico, que de no hacerlo se profundizar\u00e1 la pobreza con toda su patolog\u00eda social.
