En primer t\u00e9rmino est\u00e1 la din\u00e1mica demogr\u00e1fica cuya tendencia es el crecimiento de la poblaci\u00f3n de adultos mayores en el mundo,\u00a0 seg\u00fan el Instituto de M\u00e9tricas y Evaluaci\u00f3n de la Salud de la Universidad de Washington, en el 2010 la poblaci\u00f3n de 60 a\u00f1os era del 10%\u00a0 en Latinoam\u00e9rica y para el el 2025 ascender\u00e1 al 25%. Jap\u00f3n pasar\u00e1 del 30% al 41%. Solo \u00c1frica proyecta un bajo crecimiento en este sector poblacional, pues pasar\u00e1, del 5% al 10%.<\/span><!--more--><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">En segundo t\u00e9rmino, para evitar que sea un factor de desestabilizaci\u00f3n pol\u00edtica, tal como est\u00e1 sucediendo en Chile, donde el deterioro estructural de la econom\u00eda, se ha venido agudizar por la equivocada gesti\u00f3n de la pandemia, sobre todo el Sistema de Fondos de Pensiones (AFP), considerado como el centro del neoliberalismo chileno, dado que se ha utilizado para favorecer la acumulaci\u00f3n financiera en pocas manos, a la par de bajos salarios y de la privatizacion de los derechos humanos, hundiendo a ese pa\u00eds en la peor de las crisis. El movimiento de la <\/span><i><span style=\"font-weight: 400;\">Unidad Social<\/span><\/i><span style=\"font-weight: 400;\"> est\u00e1 pidiendo la disoluci\u00f3n del Sistema de las AFP,\u00a0 y pasar a un Fondo de Pensiones P\u00fablico y Solidario.\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">En tercer t\u00e9rmino, es la anhelada justicia social, ausente por los da\u00f1os estructurales bajo el neoliberalismo de mas tres decadas, donde los bajos salarios, la informalidad y el proceso privatizador, que impact\u00f3 al sector paraestal, destruyendo las bases de una econom\u00eda con vocaci\u00f3n social, como bot\u00f3n de muestra est\u00e1 el caso de la Productora Nacional de Semillas, que garantizaba el abasto de semillas certificadas, fundamentales para la productividad del campo mexicano, \u00e9sta instituci\u00f3n la desaparecio Vicente Fox en 2004, igual quieren hacer con Pemex y la CFE.\u00a0\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">En el contexto de los graves problemas estructurales y el confinamiento ocasionado por la Pandemia, la econom\u00eda mexicana entr\u00f3 en un proceso de recesi\u00f3n, tan devastador cuya profundidad todav\u00eda no se alcanza a visualizar, agravando la complejidad de los problemas estructurales\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">El Sistema de Ahorro para el Retiro, se cre\u00f3 en 1997, como resultado de la reforma pensionaria del IMSS, transitando de un modelo de pensiones de reparto o beneficio definido, a uno de contribuci\u00f3n definida. La iniciativa de reforma al Sistema de Pensiones Mexicano, aunque se envi\u00f3 al Congreso este 22 de julio, se ven\u00eda trabajando desde 2019, por el sector empresarial organizado, es hechura de ellos, con el apoyo de la CTM, veamos lo bueno, lo malo y lo feo de dicha inicitiva.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Lo bueno es que aumentar\u00e1 en 70% el monto de lo percibido por los pensionados, el numero de personas a pensionar pasar\u00eda del 34% al 82% de los trabajadores que llegan a esa edad laboral. Otro elemento positivo es la reducci\u00f3n de las semanas de cotizaci\u00f3n al pasar de mil 250 a 750, es decir de 25 a 15 a\u00f1os; sin faltar de mencionar que la aportaci\u00f3n al fondo se incrementa del 6.5% al 15% del salario, como el ajuste de las comisiones a 0.7% .<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Lo malo se distingue porque, es una iniciativa cuyo prop\u00f3sito no es lograr un beneficio social de fondo, el desaf\u00edo en las pensiones es resolver el esquema de capitalizaci\u00f3n individual, sino que buscan hacer negocio, el ahorro de los trabajadores hasciende a 4 billones 300 mil millones de pesos, mas lo que se vaya acumulando, el manejo de ese dinero por las Afores es negocio, \u00bfo no? Sobre todo porque la reforma no toca para nada su matriz operativa, lo que significa hacer lo mismo esperando resultados diferentes; el promedio mundial de comisiones es el 0.5% y no el 0.7%<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">El incremento de la participaci\u00f3n patronal de 5.15% a 13.87%, resulta il\u00f3gico\u00a0 en \u00e9poca de una profunda recesi\u00f3n, tal vez por eso no se precis\u00f3 a partir de cuando lo van aplicar, adem\u00e1s de que no consultaron a empresarios pymes, cuyas finanzas no est\u00e1n como para incrementar sus egresos.\u00a0\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Lo feo de esta inciativa, es que es eminentemente de corte neoliberal con el aval de un presidente antineoliberal, en una econom\u00eda en profunda recesi\u00f3n \u00bfy la congruencia, donde est\u00e1?\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\">\n","protected":false},"excerpt":{"rendered":"<p>\u00bfPorque es importante un Sistema de Pensiones que realmente favorezca a las personas mayores?
