{"id":20212,"date":"2020-08-10T09:05:09","date_gmt":"2020-08-10T15:05:09","guid":{"rendered":"https:\/\/otech.uaeh.edu.mx\/noti\/?p=20212"},"modified":"2020-08-10T09:06:08","modified_gmt":"2020-08-10T15:06:08","slug":"requiem-por-el-premio-nacional-de-tecnologia","status":"publish","type":"post","link":"https:\/\/otech.uaeh.edu.mx\/noti\/articulo-otech\/requiem-por-el-premio-nacional-de-tecnologia\/","title":{"rendered":"R\u00e9quiem por el Premio Nacional de Tecnolog\u00eda"},"content":{"rendered":"<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">No hay naci\u00f3n que logre mejores niveles de desempe\u00f1o y de bienestar social, que no tenga como soporte a la investigaci\u00f3n, al desarrollo cient\u00edfico-tecnol\u00f3gico y un sistema de patentes que favorezca a sus peque\u00f1os productores; desde 1994 los EU ubicaron a la propiedad intelectual como factor estrat\u00e9gico para dominar los mercados, convertiendo al conocimiento en mercanc\u00eda, pas\u00e1ndo de una ciencia abierta a una ciencia cerrada.<\/span><!--more--><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">La econom\u00eda nacional, a pesar del optimismo oficial, muestra que todos los sectores productivos arrastran debilidades estructurales, no superadas, pero si agravadas con la pandemia.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">La recuperaci\u00f3n econ\u00f3mica se iniciar\u00e1, cuando se supere la incapacidad estructural para generar empleo formal, tarea no sencilla por que de los 63 millones de personas econ\u00f3micamente activas, 8 millones no estan ocupadas,\u00a0 de los 55 millones que est\u00e1n ocupadas el 55.8% est\u00e1 en la informalidad, cuya tasa de desocupaci\u00f3n es del 28%, muy superior a la de 3% de desocupaci\u00f3n en actividades formales.\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Para que la recuperaci\u00f3n tenga impacto en el bienestar, es necesario incrementar la productividad de las mipymes, poniendo coto a las empresas monopolistas que tienen secuestrados a los mercados, con procesos y productos con mayor intensidad tecnol\u00f3gica y menor generaci\u00f3n de empleos, por su tendencia a la automatizaci\u00f3n y d\u00edgitalizaci\u00f3n.\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Cobra relevancia la investigaci\u00f3n aplicada como soporte a la productividad de las mipymes, con tecnolog\u00edas que faciliten la absorci\u00f3n de mano de obra, la cual debe tener una intensa capacitaci\u00f3n y formaci\u00f3n, acorde a las necesidades de los peque\u00f1os productores manufactureros y del campo, para ello es urgente e imprescindible una pol\u00edtica de transferencia tecnol\u00f3gica y de conocimientos a trav\u00e9s de las Instituciones de Educacion Superior P\u00fablicas y Centros P\u00fablicos de Investigaci\u00f3n.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">As\u00ed como de organismos que impulsen la cultura tecnol\u00f3gica como el <\/span><i><span style=\"font-weight: 400;\">Premio Nacional de Tecnolog\u00eda,<\/span><\/i><span style=\"font-weight: 400;\"> el cual est\u00e1 en proceso de inhabilitaci\u00f3n o eliminaci\u00f3n, limitandose la promoci\u00f3n y difusi\u00f3n del desarrollo tecnol\u00f3gico nacional.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Los premios de tecnolog\u00eda datan desde 1714 cuando el gobierno Brit\u00e1nico lanz\u00f3 su convocatoria \u201cLongitude Prize\u201d, actualmente el \u201cMillenium Technology Prize\u201d es uno de los premios m\u00e1s representativos en el mundo, que entrega la Acad\u00e9mia de Tecnolog\u00eda de Finlandia, equivalente al premio nobel de la Tecnolog\u00eda.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">En nuestro caso el Premio Nacional de Tecnolog\u00eda (PNTi) fue creado por mandato presidencial en 1998, a partir de 2006 el PNTi cont\u00f3 con el soporte de la Fundaci\u00f3n Premio Nacional de Tecnolog\u00eda e Innovaci\u00f3n, A.C. cuyo Consejo Directivo se integr\u00f3 con la participaci\u00f3n de la Secretar\u00eda de Econom\u00eda, CONACyT, CANACINTRA, ADIAT, FUMEC y FUNTEC.\u00a0\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">El prop\u00f3sito es reconocer logros y resultados sobresalientes de las personas f\u00edsicas y morales que realizan desarrollo tecnol\u00f3gico y gesti\u00f3n de la tecnolog\u00eda e innovaci\u00f3n en el pa\u00eds. Identificar a organizaciones que con o sin apoyo de instituciones p\u00fablicas, han logrado desarrollar tecnolog\u00edas para crear nuevos o mejorar sustancialmente, procesos productivos, prototipos, productos, servicios y formas de organizaci\u00f3n, que propicien la gesti\u00f3n tecnol\u00f3gica y modelos de negocio innovadores,\u00a0 que por su alto contenido tecnol\u00f3gico y de conocimientos logren escalar su productividad, mejorando su posicionamiento en los mercados locales y globales. Esto es lo que necesita el pa\u00eds \u00bfo no?<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">\u00a0El PNTi ha entregado el reconocimiento a 117 empresas, despu\u00e9s de haber analizado a mil 500 participantes en sus 20 convocatorias, bajo un Modelo Nacional de Gesti\u00f3n de Tecnolog\u00eda, generado con la participaci\u00f3n de investigadores, docentes, consultores y ejecutivos, con conocimientos y experiencia probada; m\u00e1s de 50 expertos evaluadores, en un ejercicio transdisciplinario y sin\u00e9rgico, convergiendo la academia y la empresa, con \u00e9tica y transparencia, valores que han garantizado la imparcialidad en la evaluaci\u00f3n; cabe se\u00f1alar que la participaci\u00f3n de los evaluadores es gratuita, motivada solo por el inter\u00e9s de compartir y adquirir conocimiento y ser parte de una pol\u00edtica de fomento a la cultura tecnol\u00f3gica que tanto le hace falta al pa\u00eds.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Las empresas ganadoras en su edici\u00f3n XX no se les ha entregado el Premio porque el gobierno federal no ha dado su anuencia, y lo peor no hay presupuesto para su operaci\u00f3n para el presente a\u00f1o, desaparecer una organizaci\u00f3n de este tipo significa profundizar el rezago y la dependencia tecnol\u00f3gica del pa\u00eds, claro sin tecnolog\u00eda no habr\u00e1 ni recuperaci\u00f3n ni bienestar social.\u00a0\u00a0\u00a0\u00a0\u00a0<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>No hay naci\u00f3n que logre mejores niveles de desempe\u00f1o y de bienestar social, que no tenga como soporte a la investigaci\u00f3n, al desarrollo cient\u00edfico-tecnol\u00f3gico y un sistema de patentes que favorezca a sus peque\u00f1os productores; desde 1994 los EU ubicaron a la propiedad intelectual como factor estrat\u00e9gico para dominar los mercados, convertiendo al conocimiento en [&hellip;]<\/p>\n","protected":false},"author":1,"featured_media":20213,"comment_status":"open","ping_status":"open","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[33],"tags":[],"class_list":["post-20212","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-articulo-otech"],"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v26.7 -
