En agosto del 2020 la ca\u00edda fue del 16.6% respecto al mismo mes de 2019, el mayor impacto fue en el rubro de maquinaria y equipo al caer en 17.6%.<\/span><!--more--><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">M\u00e9xico ocupa el \u00faltimo lugar en productividad laboral de los 36 pa\u00edses que integran la OCDE (Organizaci\u00f3n para la Cooperaci\u00f3n y el Desarrollo Econ\u00f3mico); seg\u00fan el INEGI la Productividad Total de los Factores registr\u00f3 una tasa de crecimiento anual negativa, de menos 0.33% durante el periodo 1991-2018.\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">El Presupuesto para 2021, suma 6 billones 295 mil 736 millones de pesos (mdp), 3% superior al de 2020, se integra por 5 grandes partes, en <\/span><i><span style=\"font-weight: 400;\">Ramos Generales <\/span><\/i><span style=\"font-weight: 400;\">se asignaron 3 billones 430 mil 449 mdp, equivalentes al 54.4%, se compone de aportaciones a seguridad social, provisiones salariales y econ\u00f3micas, aportaciones para los sistemas de educaci\u00f3n b\u00e1sica, normal, tecnol\u00f3gica y de adultos, como las destinadas a<\/span><i><span style=\"font-weight: 400;\"> Entidades Federativas y Municipios<\/span><\/i><span style=\"font-weight: 400;\"> por un monto de 777 mil 842 mdp, que se suman a sus <\/span><i><span style=\"font-weight: 400;\">Participaciones<\/span><\/i><span style=\"font-weight: 400;\"> por 921 mil 402 mdp, parecidos pero diferentes<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">En Ramos Aut\u00f3nomos se asignaron 137 mil 089 mdp, equivalentes al 2.17%, del total del 2021, con incremento del 15% respecto al 2020; todos los rubros registraron incremento, el m\u00e1s significativo fue el INE que pas\u00f3 de 16 mil 660 mdp en 2020 a 27 mil 689 mdp en 2021, un incremento del 66%; a INEGI le recortaron 8 mil 826 millones de pesos, equivalentes al 46.7%,\u00a0 para quedar en 7 mil 746 mdp.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">En Ramos Administrativos, cuyos componentes son las secretar\u00edas de Estado, registraron un incremento del 8% al pasar de 1 bill\u00f3n 148 mil 400 mdp en 2020 a 1 billon 244 mil 235 mdp; a excepci\u00f3n de la oficina de la presidencia cuyo presupuesto se redujo en 12.3% quedando en 805 mdp en 2021. Vieron aumentar su presupuesto Defensa en 19.7%, Marina 5.7%, Educaci\u00f3n P\u00fablica 3.6%, Salud 12.8%, y Bienestar\u00a0 4.7%.\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Los rubros de Entidades sujetas a control presupuestario directo, integran al ISSTE y al IMSS representando el 20.2% del total presupuestado, registrando un incremento del 8.6% respecto a 2020, para quedar en 1 billon 275 mil 212 mdp, el \u00faltimo apartado se refiere a las Empresas Productivas del Estado: Pemex y CFE representando el 18% del total, con un incremento de apenas el 0.6%.\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">El anexo 12 se refiere al Programa de Ciencia Tecnolog\u00eda e Innovaci\u00f3n, si bien registra un peque\u00f1o incremento del 4% respecto a 2020, para quedar en 102 mil 720 mdp, de los cuales el 15.5% son recursos generados por las propias organizaciones, como el caso de CONACyT, cuyo presupuesto para este 2021 ascendio a 26 mil 573 mdp, superior en 3.5% al de 2020, aument\u00f3 a 30 mil 291 mdp por los recursos a generar por el propio CONACyT.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Sin embargo el Instituto Nacional de Investigaciones Forestales Agr\u00edcolas y Pecuarias se le recorto su presupuesto en 8%, a la Universidad de Chapingo en 19%, la Direcci\u00f3n general de Innovaci\u00f3n Servicios y Comercio Exterior que formaba parte de la Secetar\u00eda de Econom\u00eda simplemente desapareci\u00f3, cuando en 2020 ten\u00eda un presupuesto de 175 mdp, al Instituto Nacional de Ecolog\u00eda y Cambio Clim\u00e1tico se recorto su presupuesto en 6%.\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">La transformaci\u00f3n que el pa\u00eds requiere no solo es la eliminaci\u00f3n de la corrupci\u00f3n, sino impulsar la econom\u00eda del conocimiento, cuyo soporte sea la construccion de Redes locales, estatales e internacionales de Investigaci\u00f3n, Desarrollo Tecnol\u00f3gico e Innovacion, mediante un permanente flujo de conocimientos en toda la sociedad, donde las universidades, con modelos educativos que tengan como eje al pensamiento cr\u00edtico y la creatividad disruptiva, se construya un programa marco de alcance nacional, a corto, mediano y largo plazo, contemplando la modificaci\u00f3n de las funciones del Estado, reconociendo la creciente importancia de las innovaciones y la sustentabilidad en el desarrollo.
