Pe\u00f1a de la CEPAL y del<br \/>\nInstituto de Recursos Mundiales, como \u201cla capacidad de un territorio para<br \/>\ngarantizar el acceso equitativo en calidad y cantidad del agua, que permita el<br \/>\ndesarrollo humano y econ\u00f3mico sostenible a toda su poblaci\u00f3n\u201d.<\/p>\n<p style=\"text-align: center;\">El n\u00famero 6 de los Objetivos para el Desarrollo Sostenible, establece garantizar<br \/>\nla disponibilidad y la gesti\u00f3n sostenible del agua para todos, la escasez de<br \/>\nrecursos h\u00eddricos, la mala calidad del agua y el saneamiento inadecuado<br \/>\ninfluyen en la seguridad alimentaria como en las oportunidades de educaci\u00f3n.<br \/>\nM\u00e9xico es un pa\u00eds con baja disponibilidad natural de agua, agr\u00e9guele usted las<br \/>\nbrechas existentes entre las diferentes regiones con respecto a la disponibilidad<br \/>\nnatural y social; por ello el agua es un recurso que ha despertado el inter\u00e9s del<br \/>\nmercado, la codicia aviva la posibilidad de que sea una mercanc\u00eda y no un<br \/>\nderecho, las presiones empresariales son manifiestas para que las necesidades<br \/>\nsociales de agua se consideren demanda y no un programa social de atenci\u00f3n<br \/>\nciudadana; dado que la hidrocracia (empresas interesadas en comercializar el<br \/>\nagua) no buscan ni eficiencia, ni equidad, ni bienestar social, su visi\u00f3n del agua<br \/>\nes un mercado que generar\u00e1 grandes ganancias.<\/p>\n<p style=\"text-align: center;\">Si bien son inversiones de gran magnitud, que pueden superar los 150 mil<br \/>\nmillones de pesos, para garantizar un abastecimiento acorde a las necesidades,<br \/>\nel sector privado nacional y sobre todo trasnacional, no invertir\u00eda sino se les<br \/>\ngarantiza v\u00eda leyes, la recuperaci\u00f3n de su inversi\u00f3n y altas ganancias.<br \/>\nNo se puede hacer a un lado, que la salud humana y la salud de la naturaleza<br \/>\nson binomios que interact\u00faan, para garantizar la supervivencia; tarea<br \/>\ninaplazable es rehabilitar y conservar, manantiales, r\u00edos y lagos, sobre todo<br \/>\nporque el 60% de ellos est\u00e1n contaminados, pero lo m\u00e1s importante es revertir<br \/>\nel acaparamiento, dado que el 70% de las aguas concesionadas, est\u00e1 en el 7%<br \/>\nde ellos, la hidrocracia, integrada por un poco m\u00e1s de mil concesionarios, tienen<br \/>\nen su poder m\u00e1s un mill\u00f3n de m3.<\/p>\n<p style=\"text-align: center;\">La problem\u00e1tica del agua no solo es la escasez, los sistemas de distribuci\u00f3n, la<br \/>\nfalta o exceso de lluvias, el sistema de presas, la eficiencia en el uso industrial, 3<br \/>\nagr\u00edcola y el dom\u00e9stico, que consume el 85% del caudal suministrado y de este<br \/>\nse usa el 45% al ba\u00f1arse, 28% en los sanitarios, 3% en lavado de ropa y el resto<br \/>\nen diversas actividades, por lo que la eficiencia es un problema por atender<br \/>\ndisminuyendo el agua, sin dejar de cubrir las necesidades humanas.
