{"id":26153,"date":"2022-02-07T10:33:50","date_gmt":"2022-02-07T16:33:50","guid":{"rendered":"https:\/\/otech.uaeh.edu.mx\/noti\/?p=26153"},"modified":"2022-02-07T14:10:55","modified_gmt":"2022-02-07T20:10:55","slug":"que-papel-le-corresponde-a-la-tecnologia-en-el-crecimiento-economico-post-pandemico","status":"publish","type":"post","link":"https:\/\/otech.uaeh.edu.mx\/noti\/articulo-otech\/que-papel-le-corresponde-a-la-tecnologia-en-el-crecimiento-economico-post-pandemico\/","title":{"rendered":"\u00bfQu\u00e9 papel le Corresponde a la Tecnolog\u00eda  En el Crecimiento Econ\u00f3mico Post Pand\u00e9mico?"},"content":{"rendered":"<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Alejandro D\u00edaz de Le\u00f3n, en ese entonces Gobernador del Banco de M\u00e9xico,\u00a0 declar\u00f3 el 2 de junio del 2021, que el crecimiento para\u00a0 ese a\u00f1o ser\u00eda entre 4.8% y 6%, dado el crecimiento en el primer trimestre y a la expectativa de que el ritmo de recuperaci\u00f3n ser\u00eda mayor.\u00a0<\/span><!--more--><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Si bien el PIB creci\u00f3 5% en 2021, se registr\u00f3 una desaceleraci\u00f3n en el \u00faltimo trimestre decreciendo 0.1%, el Subsecretario de Hacienda Gabriel Yorio, reconoci\u00f3 que el crecimiento estimado para 2022 dif\u00edcilmente se alcanzar\u00eda, lo que dio pauta a nuevas estimaciones; Eduardo Su\u00e1rez de Scotiabank, ajust\u00f3 su pron\u00f3stico a 2.8%, al igual que el Fondo Monetario Internacional (FMI), como causa mencionaron a la inflaci\u00f3n internacional, los ajustes monetarios, y los efectos de la variante \u00d3micron.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">El 3 de febrero de este 2021, Tatiana Clouthier, Secretar\u00eda de Econom\u00eda, anunci\u00f3 un nuevo plan de reactivaci\u00f3n conjuntamente con el sector privado, a fin de potenciar lo que se present\u00f3 en enero del 2021, son 4 los ejes para la reactivaci\u00f3n: El primero impulsar\u00e1 la industria, fortaleciendo a su vez las cadenas de suministro en sectores estrat\u00e9gicos, en funci\u00f3n a la econom\u00eda norteamericana; El segundo eje fomentar\u00e1 la inversi\u00f3n, conjuntamente con los organismos empresariales, est\u00edmulando a la inversi\u00f3n nacional y extranjera.\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">El tercer eje, buscar\u00e1 que los productos mexicanos lleguen a nuevos mercados internacionales como Asia y Australia, finalmente, como cuarto eje se impulsar\u00e1 la econom\u00eda digital, capacitando a las mipymes, para promover su productividad, as\u00ed como la implementaci\u00f3n de un expediente electr\u00f3nico empresarial y una simplificaci\u00f3n regulatoria.\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">\u00bfY el desarrollo cient\u00edfico-tecnol\u00f3gico donde queda? Cuando se habla de impulsar a la industria \u00bfa cual debemos referirnos? \u00bfa los grandes corporativos, que nunca dejan de investigar, ni de desarrollar su tecnolog\u00eda, innovando productos con mayor contenido de conocimiento?.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">\u00bfO si nos referimos a las empresas pymes, que representa m\u00e1s del 98% de la estructura productiva\u00a0 nacional y m\u00e1s del 70% del empleo formal?, que est\u00e1n alejadas del paradigma tecnol\u00f3gico, para ellas la tecnolog\u00eda como estrategia empresarial no existe, est\u00e1n alejadas de la investigaci\u00f3n y del desarrollo tecnol\u00f3gico.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Las que pueden transferirles tecnolog\u00edas y conocimientos, para impulsar su productividad y por ende competitividad, son las Instituciones de Educaci\u00f3n Superior (IES), sobre todo las p\u00fablicas, lo que implicar\u00eda: primero reorientar sus actividades de investigaci\u00f3n y desarrollo tecnol\u00f3gico a las necesidades de la estructura productiva nacional; segundo crear mecanismos institucionales para transferir, a costos accesibles, los conocimientos codificados que generen; para ello las IES requieren revisar sus estructuras jur\u00eddicas y operativas, las cuales deben contar con apoyos presupuestales para financiar los proyectos de investigaci\u00f3n aplicada, adem\u00e1s de la de frontera, lo cual debe ser parte de una nueva pol\u00edtica de investigaci\u00f3n a nivel Federal y Estatal, dando a paso a la formaci\u00f3n de ecosistemas sin\u00e9rgicos innovadores.\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">La Econom\u00eda Digital est\u00e1 dominada por\u00a0 las grandes trasnacionales, como Google, Amazon, Microsoft, Facebook y Apple, que vieron crecer sus ganancias en 609.4% promedio, en tan solo 5 a\u00f1os, para llegar a dominar un mercado con un valor superior a los 4 mil 756 billones de dlls. A excepci\u00f3n de Apple, todas forman parte del Metaverso, junto a otras tecnol\u00f3gicas digitales como Epic Games, Nvidia, SoftBank, Tencent, Unity, VrChat y\u00a0 AutoDesk.\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Adem\u00e1s de \u00e9stas trasnacionales, tambi\u00e9n forman parte de la econom\u00eda digital corporaciones como las telef\u00f3nicas T&amp;T, las clasificadas como Streaming\u00a0 est\u00e1n Netflix, Hbo, entre otras y las nuevas automotrices como Tesla, todas son el prototipo de la Technohegemon\u00eda, grandes corporaciones trasnacionales en convergencia de intereses con organismos p\u00fablicos para intervenir en conflictos como el de los 50 mil camioneros canadienses, apoyados por Elon Musk, Trump y George Soros, quien tambi\u00e9n est\u00e1 detr\u00e1s del conflicto de Ucrania.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">\u00bfUsted cree que capacitando a las pymes se impulsar\u00e1 la econom\u00eda digital que ya est\u00e1 dominada por las trasnacionales? La estrategia de reactivaci\u00f3n debe tener como columna vertebral a la investigaci\u00f3n y al desarrollo tecnol\u00f3gico end\u00f3geno, o sea propio de los mexicanos, nuestra soberan\u00eda tecnol\u00f3gica, es tan importante como la soberan\u00eda energ\u00e9tica, de lo contrario la reactivaci\u00f3n y el crecimiento s\u00f3lo favorecer\u00e1 a las trasnacionales, reproduciendo la desigualdad y la pobreza en las mayor\u00edas. <\/span><\/p>\n<p style=\"text-align: justify;\"><a
