intervenciones militares, la invasi\u00f3n de Rusia a Ucrania, tiene caracter\u00edsticas muy diferentes a consecuencia del paradigma tecnol\u00f3gico, es un hecho hist\u00f3rico la relaci\u00f3n entre desarrollo tecnol\u00f3gico y los conflictos b\u00e9licos, las tecnolog\u00edas han condicionado el desarrollo de la t\u00e1ctica, la log\u00edstica y el armamento.\u00a0<\/span><!--more--><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Las operaciones militares con base a nuevas tecnolog\u00edas est\u00e1n asociadas a los cambios estrat\u00e9gicos que incluyen los prop\u00f3sitos de control de territorios y de sus recursos naturales, como la apropiaci\u00f3n del conocimiento v\u00eda propiedad intelectual, resultado de la Investigaci\u00f3n, Desarrollo e Innovaci\u00f3n (I+D+i) para lograr el dominio de los mercados globales, principalmente de alimentos, salud, y armas.\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Desde finales del siglo XX el desarrollo tecnol\u00f3gico se ha caracterizado por las aplicaciones inform\u00e1ticas, telecomunicaciones, internet, la electro-\u00f3ptica, la inteligencia artificial, el 5G, los sensores, la rob\u00f3tica y la tecnolog\u00eda espacial, integradas en un nuevo sistema conceptual en el que el tratamiento de la informaci\u00f3n, la movilidad, las armas inteligentes, como las armas aut\u00f3nomas, los sistemas espaciales y el poder a\u00e9reo, hoy tienen un lugar destacado en la capacidad defensiva y ofensiva, claro tambi\u00e9n en este terreno hay una gran desigualdad.\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">El debate se ha centrado en la gobernanza de las tecnolog\u00edas emergentes, en los sistemas de uso de armas convencionales y\/o la prohibici\u00f3n del uso de armas aut\u00f3nomas, en el marco de la convenci\u00f3n de 1981 firmado en Ginebra Suiza.\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">En el conflicto Rusia-Ucrania los costos en vidas humanas va de los 4 mil a m\u00e1s de 9 mil personas, no hay una cifra precisa, cada medio da una informaci\u00f3n diferente, los costos econ\u00f3micos son de efecto multiplicador, por ejemplo la interrupci\u00f3n del movimiento global de los energ\u00e9ticos, como la tendencia alcista de los alimentos.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Rusia y Ucrania son grandes exportadores de alimentos, de manera conjunta representan el 29% de las exportaciones mundiales de trigo, 19% de ma\u00edz, y 80% de aceite de girasol.\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Los beneficiados de este conflicto son 15 trasnacionales productoras de armamentos, seg\u00fan el <\/span><i><span style=\"font-weight: 400;\">Instituto Internacional de Estudios para la Paz de Estocolmo<\/span><\/i><span style=\"font-weight: 400;\">,\u00a0 9 son norteamericanas, 4 europeas y dos Chinas, su valor en bolsa pas\u00f3 de 804 mil mdd a m\u00e1s de 885 mil mdd, ya iniciado el conflicto, o sea que el mercado de la muerte est\u00e1 en manos estadounidenses, por algo son los hacedores de guerras, porque cuando no invaden venden armas, ah\u00ed est\u00e1n las invasiones a Corea, Vietnam, Santo Domingo, Irak, Siria, Yemen, Somalia, Libia, N\u00edger y Afganist\u00e1n, adem\u00e1s de las bases militares en diversos pa\u00edses y el bloqueo a Cuba.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Hay que decirlo Rusia se destaca por su poder\u00edo b\u00e9lico, cuenta con 1,625 armas nucleares, robots, 6 mil morteros, misiles hipers\u00f3nicos, adem\u00e1s de otras aeronaves cuenta con el avi\u00f3n supers\u00f3nico CheckMate, alcanza una velocidad de 2 mil km\/hra con una capacidad de carga explosiva de 7 mil 400 kg, superando al F-35 de los EU.\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Pero hoy el ciberespacio es ya un campo de batalla de este conflicto, el cual no tiene precedentes, el grupo de Hackers Anonymous ya declar\u00f3 una guerra cibern\u00e9tica a Rusia, pero el convertir el ciberespacio en un campo de batalla puede traer complicaciones no previsibles, dado que incluye la desinformaci\u00f3n, el espionaje y los ataques a la infraestructura inform\u00e1tica global, afectando redes el\u00e9ctricas, plantas de tratamiento de agua, comunicaciones y claro el sector financiero.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Seg\u00fan John Arquilla y David Ronfeld analistas internacionales, la revoluci\u00f3n de la informaci\u00f3n altera la naturaleza de cualquier conflicto armado, al que se puede denominar Cyberwar o netwar, superando las fronteras f\u00edsicas para expandirse a lo virtual, como un conflicto no solo militar, sino social y comercial. La desinformaci\u00f3n es el elemento de mayor impacto, por la frecuencia y persistencia, lo que puede traer distorsiones de la percepci\u00f3n de la realidad con consecuencias de alto impacto.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Pensemos que una gran parte de la econom\u00eda, como de la actividad de toda sociedad, opera a partir de las computadoras, veh\u00edculos, f\u00e1bricas, comercios, espacios de diversi\u00f3n, escuelas, etc, la fortaleza que nos ha dado el ciberespacio, en su momento es nuestra mayor vulnerabilidad.
