nuestras dos \u00faltimas entregas se mencionaron tanto las tendencias tecnol\u00f3gicas, como <\/span><i><span style=\"font-weight: 400;\">el big data<\/span><\/i><span style=\"font-weight: 400;\">, que ubica al mercado de los datos como la nueva fiebre del oro, la <\/span><i><span style=\"font-weight: 400;\">nube vertical<\/span><\/i><span style=\"font-weight: 400;\"> como oferta de soluciones espec\u00edficas; la tecnolog\u00eda de registros contables-financieros distribuidos, mejor conocida como <\/span><i><span style=\"font-weight: 400;\">blockchain<\/span><\/i><span style=\"font-weight: 400;\"> para la gesti\u00f3n de activos tangibles e intangibles; la Automatizaci\u00f3n de procesos administrativos y de tareas f\u00edsicas, <\/span><i><span style=\"font-weight: 400;\">la inteligencia artificial cibern\u00e9tica<\/span><\/i><span style=\"font-weight: 400;\"> para una mejor y m\u00e1s r\u00e1pida respuesta de protecci\u00f3n; as\u00ed como la <\/span><i><span style=\"font-weight: 400;\">inteligencia cu\u00e1ntica<\/span><\/i><span style=\"font-weight: 400;\"> exponencial y <\/span><i><span style=\"font-weight: 400;\">la experiencia ambiental<\/span><\/i><span style=\"font-weight: 400;\">.\u00a0<\/span><!--more--><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\"><span style=\"font-weight: 400;\">Tendencias que convergen con <\/span><i><span style=\"font-weight: 400;\">los riesgos globales<\/span><\/i><span style=\"font-weight: 400;\">, en 5 \u00e1reas: econom\u00eda, ambiental, geopol\u00edtica, social y tecnol\u00f3gica, destacando las macro crisis: energ\u00e9tica, alimentaci\u00f3n, inflaci\u00f3n, los desastres por el cambio clim\u00e1tico y la desigualdad tecnol\u00f3gica, que propiciar\u00e1n m\u00e1s precarizaci\u00f3n y hambre.\u00a0\u00a0<\/span><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400; color: #000000;\">Econom\u00edas como la mexicana est\u00e1n en desventaja, si consideramos que los recursos destinados a la investigaci\u00f3n, desarrollo e innovaci\u00f3n (I+D+i) nunca han superado el 0.5% del PIB, un pa\u00eds que destina menos del 1%, evidencia la debilidad de su sistema de innovaci\u00f3n (OCDE 1992).\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400; color: #000000;\">Situaci\u00f3n que se ve agravada por la falta de demanda tecnol\u00f3gica por parte de la estructura empresarial nacional, mipymes y la econom\u00eda informal; INEGI registr\u00f3 en 2003 a 330 mil unidades manufactureras, de las cuales el 93% eran micronegocios, para el 2008 este porcentaje se increment\u00f3 a 94.8%, cabe se\u00f1alar que las microempresas presentan muy baja propensi\u00f3n hacia la I+D+i, como se puede observar en la Encuesta Nacional de Empleo, Salarios, Tecnolog\u00eda, y Capacitaci\u00f3n (Enestyc) que realizaron conjuntamente\u00a0 INEGI y la Secretar\u00eda del Trabajo y Previsi\u00f3n Social (STPS).<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400; color: #000000;\">Seg\u00fan \u00e9sta encuesta, en 1992 de 138 mil 774 unidades productivas, s\u00f3lo el 11.4% realizaron actividades de I+D+i, pero para el 2001 de 333 mil 649 encuestadas solo el 3.4% realizaron actividades de I+D+i representando una alarmante baja.\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400; color: #000000;\">Adem\u00e1s de lo anterior, cabe se\u00f1alar que de la baja protecci\u00f3n, seg\u00fan cifras del Instituto Mexicano de Protecci\u00f3n Industrial (IMPI), el total de\u00a0 registros de solicitudes de patentes y dise\u00f1os industriales en 1993 sumaron 9 mil 555, de las cuales el 85.9% fueron gestionadas por extranjeros y s\u00f3lo el 14.1% por mexicanos, para el 2021 el total de solicitudes en estos rubros, fueron 20 mil 796, de las cuales el 77.7% fueron por extranjeros y la diferencia de 22.3% por mexicanos.\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400; color: #000000;\">Este contexto visualiza una tendencia a la baja, de la capacidad tecnol\u00f3gica acumulada por la econom\u00eda nacional, \u00e9sta insuficiencia se presenta como de alto riesgo para enfrentar los retos y desaf\u00edos que entra\u00f1an tanto las tendencias tecnol\u00f3gicas, como los riesgos globales, es una alta vulnerabilidad ante los r\u00e1pidos cambios, que se est\u00e1n presentando en las diversas \u00e1reas del conocimiento y\u00a0 los desarrollos tecnol\u00f3gicos en exponencial escalamiento.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400; color: #000000;\">La brecha tecnol\u00f3gica que se observa en la econom\u00eda nacional, tender\u00e1 a incrementarse, a menos que se destine el 1% del PIB a I+D+i,\u00a0 como lo estipulan\u00a0 el art\u00edculo 9bis de la Ley de Ciencia y Tecnolog\u00eda y el art\u00edculo 119 de la Ley General de Educaci\u00f3n, donde tambi\u00e9n se establece que el 8% del PIB se destine a la educaci\u00f3n, sin embargo estas disposiciones no se han cumplido.\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400; color: #000000;\">Tambi\u00e9n hay que se\u00f1alar que las mipymes no demandan conocimientos ni desarrollos tecnol\u00f3gicos, para incrementar su productividad y estar en posibilidad de generar bienes y servicios con mayor contenido de conocimiento, de esta forma lograr\u00edan mejores posiciones en los mercados, tanto locales como regionales, nacionales y globales.\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400; color: #000000;\">Seg\u00fan David Mowery el mercado de servicios tecnol\u00f3gicos requiere de la capacidad de los oferentes tecnol\u00f3gicos, entre los que se identifican a los Centros de Investigaci\u00f3n (p\u00fablicos y privados) como a las Instituciones de Educaci\u00f3n Superior (IES), sobre todo las p\u00fablicas, para satisfacer las necesidades de las unidades empresariales, principalmente de los peque\u00f1os y medianos productores manufactureros y del campo.\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400; color: #000000;\">Para ello es impostergable una acercamiento estrat\u00e9gico, entre las organizaciones generadoras de conocimientos y de tecnolog\u00edas, con la estructura productiva nacional, mediante una intensa investigaci\u00f3n aplicada, sin dejar de lado la investigaci\u00f3n b\u00e1sica, tambi\u00e9n llamada de frontera.\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400; color: #000000;\">El Planteamiento a nivel nacional es que en las IES se desarrollen mecanismos institucionales de transferencia tecnol\u00f3gica y de conocimientos, implicando revisar sus estructuras jur\u00eddicas y operativas.\u00a0<\/span><\/p>\n<p><a
