P.341) \u201ca lo largo de las \u00faltimas d\u00e9cadas ha habido un avance inmenso en la inteligencia inform\u00e1tica (inteligencia Artificial) pero el avance en la conciencia inform\u00e1tica ha sido nulo\u2026.los humanos corren el riesgo de perder su valor porque la inteligencia se est\u00e1 desconectando de la conciencia\u201d.<\/span><!--more--><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Esto lo escribi\u00f3 cuando todav\u00eda no exist\u00edan los ChatGPT 3 y 4\u00a0 de OpenAI y el Bing de Microsoft, ni el Bard de Google, que hoy son vistos por muchos como los nuevos dioses que dar\u00e1n las respuestas que necesitan respecto a todos los problemas que nos aquejan, lo cual es una flagrante mentira.\u00a0\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">\u00bfdeber\u00edamos dejar que las m\u00e1quinas inunden nuestros canales de informaci\u00f3n con propaganda y falsedad? Esa es la pregunta central que se plasm\u00f3 en la carta abierta que emitiera el <\/span><i><span style=\"font-weight: 400;\">Future Life Institute<\/span><\/i><span style=\"font-weight: 400;\">, carta que fue firmada por m\u00e1s de mil personajes, entre los cuales est\u00e1n Elon Musk, Steve Wozniak, Andrew Yang, Emad Mostaque e investigadores de DeepMind, para solicitar a las empresas, laboratorios y creadores de IA, que pausen de inmediato durante 6 meses, el entrenamiento de los sistemas de IA m\u00e1s potentes que el GPT-4, porque ya est\u00e1n en una carrera sin control por dominar el mercado.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Esta tecnolog\u00eda de IA representa un riesgo para la sociedad, por los plagios y la desinformaci\u00f3n, dado que carece de capacidad cr\u00edtica (N. Chomsky 2023), equivalente a mutilar el pensamiento anal\u00edtico, con ello la capacidad de aprender, y el sentido de la \u00e9tica, fomentando una falsa ciencia, por su incapacidad de poder explicar, dado que solo realiza correlaciones de la informaci\u00f3n que dispone, s\u00f3lo puede construir textos, im\u00e1genes y voz, con la informaci\u00f3n que tiene, pero carecen de originalidad, son repeticiones sin conciencia, porque no aprende, ni siente, solo imita.\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Las transnacionales tecnol\u00f3gicas como Microsoft y Google han realizado millonarias inversiones, para construir poderosos motores de b\u00fasqueda incrementando su potencial de procesamiento, lo que implica tambi\u00e9n un exponencial incremento de consumo de energ\u00eda, propiciando una exponencial emisi\u00f3n de carbono, este es su otro lado oscuro.\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">El incremento de la capacidad de procesamiento como el entrenamiento de los grandes modelos de lenguaje (LLM)\u00a0 que son los GPT, as\u00ed como las necesidades de refrigeraci\u00f3n de los numerosos servidores y centros tecnol\u00f3gicos, generan en conjunto, grandes emisiones de carbono, incrementando los riesgos del cambio clim\u00e1tico, dice Alan Woodward especialista en ciberseguridad de la Universidad de Surrey del Reino Unido.\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Por su parte la Organizaci\u00f3n Mundial de la Propiedad Intelectual (OMPI 2019) considera que la naturaleza de la IA y los problemas que puede plantear para la humanidad, no dejan de ser motivo de una gran preocupaci\u00f3n; si bien la IA surgi\u00f3 en 1956, en el marco del proyecto de verano de Darmouth EU, dio el salto exponencial entre 2011 y 2017 de forma tal que para 2019 hab\u00eda ya 1,6 millones de publicaciones y m\u00e1s de 340 mil solicitudes de patente.\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Fue el aprendizaje autom\u00e1tico (Machine Learning) la IA dominante, ya que represent\u00f3 el 40% del total de las patentes de IA, el aprendizaje profundo y las redes neuronales registraron un incremento del 175% anual.\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">De las 500 principales solicitantes de IA, 333 son empresas localizadas en EU, de las cuales las principales son IBM y Alphabeth-Google, 167 son universidades y organizaciones p\u00fablicas de investigaci\u00f3n, de las cuales 110 est\u00e1n en China. Lo anterior evidencia que las tecnol\u00f3gicas norteamericanas son las que dominan el mercado de la IA.\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">La carta del <\/span><i><span style=\"font-weight: 400;\">Future Life Institute, <\/span><\/i><span style=\"font-weight: 400;\">es muy importante<\/span><i><span style=\"font-weight: 400;\">\u00a0 \u00bf<\/span><\/i><span style=\"font-weight: 400;\">pero le har\u00e1n caso?<\/span> <span style=\"font-weight: 400;\">lo<\/span> <span style=\"font-weight: 400;\">que resulta de mayor contundencia, es lo que ya inici\u00f3 la Uni\u00f3n Europea, crear una <\/span><i><span style=\"font-weight: 400;\">Ley de Inteligencia Artificial<\/span><\/i><span style=\"font-weight: 400;\">, cuyo objetivo es fortalecer la posici\u00f3n de Europa como centro global de excelencia en IA, desde el laboratorio hasta el mercado, determinando el nivel de riesgo que puede representar para la salud y la seguridad, como para los derechos fundamentales de las personas.
