{"id":5163,"date":"2017-04-10T11:42:59","date_gmt":"2017-04-10T17:42:59","guid":{"rendered":"http:\/\/otech.uaeh.edu.mx\/noti\/?p=5163"},"modified":"2017-04-10T11:48:24","modified_gmt":"2017-04-10T17:48:24","slug":"la-educacion-superior-crucificada","status":"publish","type":"post","link":"https:\/\/otech.uaeh.edu.mx\/noti\/articulo-otech\/la-educacion-superior-crucificada\/","title":{"rendered":"La Educaci\u00f3n Superior Crucificada"},"content":{"rendered":"<p style=\"text-align: right;\"><strong>En honor a las v\u00edctimas del holocausto de Siria<\/strong><!--more--><\/p>\n<p style=\"text-align: right;\"><strong>En memoria de todos los periodistas asesinados <\/strong><\/p>\n<p style=\"text-align: right;\"><strong>impunemente en M\u00e9xico<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p>Semana Santa, para una gran mayor\u00eda son vacaciones, para otros la religiosidad a flor de piel, aunque algunos han ido perdi\u00e9ndola, hacen de la Fe solo una referencia cuando enfrentan un problema o la muerte misma, sin embargo no deja de ser un espacio de reflexi\u00f3n de la vida cada vez m\u00e1s complicada, en lo econ\u00f3mico, los robos cada vez mas frecuentes, hacen de la seguridad un art\u00edculo de lujo, la violencia es el lenguaje com\u00fan.<\/p>\n<p>&nbsp;<\/p>\n<p>El rezago en el combate a la desigualdad y a la corrupci\u00f3n, no tiene una respuesta inmediata, la moralizaci\u00f3n de la sociedad es un proceso lento, dado el deterioro persistente e incremental.<\/p>\n<p>&nbsp;<\/p>\n<p>Sin ciencia no hay futuro, es la consigna de la marcha por la ciencia, plante\u00e1ndose la posibilidad, de hacer de la educaci\u00f3n, la \u00fanica ruta viable para resarcir valores y hacer de las actividades econ\u00f3micas, generadoras de bienestar social, al incrementar su productividad.<\/p>\n<p>&nbsp;<\/p>\n<p>Pero la insensibilidad pol\u00edtica, la miop\u00eda o la ambici\u00f3n financiera, han hecho a un lado a la educaci\u00f3n, sobre todo a la educaci\u00f3n superior y al desarrollo cient\u00edfico y tecnol\u00f3gico. Cuando se hace ciencia se investigan y descubren los principios universales que rigen a la naturaleza y al mundo concreto, de donde se deduce que las leyes de la f\u00edsica son las mismas, aqu\u00ed que en cualquier otro planeta y en todos los rincones del universo, dice Rosaura Ruiz, los organismos han evolucionado a lo largo del tiempo y lo seguir\u00e1n haciendo, el cambio clim\u00e1tico es una realidad que se tiene que hacer frente con conocimientos cient\u00edficos, negarlo como acto de fe, es una aberraci\u00f3n cient\u00edfica, la fe, como las ideolog\u00edas pol\u00edticas, no tienen cabida en el pensamiento cient\u00edfico.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>La transferencia tecnol\u00f3gica y de conocimientos como eje articulador de los procesos econ\u00f3micos, pol\u00edticos y sociales, es la respuesta a la crisis que enfrentamos, pero est\u00e1 siendo crucificada, al irle restando el financiamiento necesario para dar respuesta a las necesidades de una poblaci\u00f3n, que busca oportunidades de trabajo decente y salario digno.<\/p>\n<p>&nbsp;<\/p>\n<p>La desaceleraci\u00f3n presupuestal para la educaci\u00f3n superior, a pesar de que el conjunto del gasto programable creci\u00f3 en 2015 en 4.1%, sin embargo la fase de expansi\u00f3n llegaba a su fin, ante la profundizaci\u00f3n de la crisis de las finanzas p\u00fablicas, consecuencia de la ca\u00edda de los precios del petr\u00f3leo, la volatilidad econ\u00f3mica, y el triunfo de Trump.<\/p>\n<p>&nbsp;<\/p>\n<p>Adem\u00e1s de lo anterior, desde la propia Secretar\u00eda de Educaci\u00f3n P\u00fablica, se difundi\u00f3 la idea de que las universidades p\u00fablicas gastaban mucho y mal, y que no rend\u00edan cuentas a la sociedad, sobre el destino de los recursos asignados, cuando siempre han sido objeto de evaluaciones externas y de auditor\u00edas de m\u00faltiples organismos y dependencias de fiscalizaci\u00f3n, \u00e9sta campa\u00f1a de desprestigio fue parte de la estrategia, para justificar la adopci\u00f3n de un modelo de mercado, limitando las responsabilidades p\u00fablicas en el financiamiento a la educaci\u00f3n superior.<\/p>\n<p>&nbsp;<\/p>\n<p>Lo anterior dio pauta a la aplicaci\u00f3n de pol\u00edticas fiscales de contenci\u00f3n del d\u00e9ficit p\u00fablico, como de control de las variables macroecon\u00f3micas, para el llamado saneamiento de las finanzas p\u00fablicas, por lo que el gasto publico deb\u00eda focalizarse a la educaci\u00f3n b\u00e1sica. Mientras que los costos de la educaci\u00f3n superior deb\u00edan trasladarse a los estudiantes, lo que deriv\u00f3 en una tendencia a la privatizaci\u00f3n de la educaci\u00f3n superior. En 1980 el sector privado atend\u00eda al 17% de la matricula, para el 2000 su cobertura se amplio al 33% de la matricula, de 146 establecimientos privados pasaron a mil en el mismo periodo.<\/p>\n<p>&nbsp;<\/p>\n<p>El financiamiento a la educaci\u00f3n superior y a la ciencia y la tecnolog\u00eda fue de 6.7% en el 2012, para caer a 4.6% en 2013, aument\u00f3 a 8.9% en 2014, para caer nuevamente a 2.3% en 2015. La participaci\u00f3n del gasto p\u00fablico en educaci\u00f3n fue en 2012 del 5.4% respecto al PIB, muy por debajo del 8% que tiene estipulado el art\u00edculo 25 de la Ley General de Educaci\u00f3n. El subsidio por alumno pas\u00f3 de 54 mil 392 pesos en 2012, a 51 mil 227 en 2015.<\/p>\n<p>&nbsp;<\/p>\n<p>Desde hace tres d\u00e9cadas los rectores agrupados en la ANUIES han formulado diversas propuestas de pol\u00edtica p\u00fablica, para el fortalecimiento del financiamiento de la educaci\u00f3n superior pero han sido deso\u00eddos.<\/p>\n<p>&nbsp;<\/p>\n<p>En un futuro cercano, los ni\u00f1os y j\u00f3venes de hoy ser\u00e1n los responsables de tomar decisiones y promover y reforzar pautas para un desarrollo sustentable a nivel global. El compromiso de las naciones es lograr una educaci\u00f3n basada en la evidencia experimental, con la cual el alumno construye sus propios conocimientos. \u00bfComo lo lograr\u00e1n nuestros
